          Abstract

          Stay-at-home orders were never used in Taiwan, which in 2020 used social distancing, mask-wearing as well as prompt testing, tracing, and quarantining to limit cases to about a dozen (Farr and Gao 2020). But the United States had neither the supplies nor the tests to do so. And there was no master plan in Washington (Davis, Abutaleb, Sonmez, and Wagner 2020).
