An implication of the efficiency objective is the expectation of a reduction in the number of firms operating in the industry. Some evidence of this reduction was the substantial number (43) of undeliverable questionnaires returned. (While it is impossible to identify whether these firms were manufacturers or wholesalers, this number represented 14.3 per cent of the questionnaires mailed.)
