          Abstract

          It is impossible to speak for a whole continent; hence, in spite of the, this chapterconcentrates on the situation in South Africa and its more immediate neighbour, Zimbabwe. Much of what follows is derived from the author's work of 22 years ago; obsolete statements have been excised, or cited as no longer apposite; others are updated critically, with an indication of what changed and, in some cases, a prediction of what may still lie ahead.
