Translated abstract

The Evolution of the compound States is cause of continuous research of the best configuration of the relations between the center and the periphery, in order to find a better efficacy of the system and conserve the autonomy of the territorial communities. From this purpose the organs and procedures gasp the revelation by witch the relations between the State and the Entity are composed, with the principal of the leal collaboration which has finding a constitutional order on many European juridical orders. Between the organs we continuously see to have and significant role in the Senate as and instrument of the participation of the territorial autonomies in the formation of the wish of the State, although it is frequent the crisis of the elements in the efficacy of the representation. This is the reason of that we find organisms to mingle by the space and the proceeds where the subject agents represent the aims to the Executive. This article proposed the analysis of the elements in pro and in counter the affirmation of this system.

La evolución de los Estados compuestos motiva una búsqueda continua de la mejor configuración de las relaciones entre el centro y la periferia, los fines son encontrar una mayor eficacia del sistema y salvaguardar la autonomía de las comunidades territoriales. En esta perspectiva, los órganos y los procedimientos adquieren la revelación con la cual se componen las relaciones entre el Estado y la entidad, con el principio de la colaboración leal, que ha encontrado un orden constitucional en muchos órdenes jurídicos europeos. Entre los órganos continuamente vemos realizar un papel significativo en el Senado como instrumento de la participación de las autonomías territoriales a la formación de la voluntad del Estado, aunque suelen estar en crisis los elementos en la eficacia de la representación. Y es por esta razón que se encuentran organismos mezclados por el espacio y los procedimientos, en los cuales los agentes sujetos representan los propósitos del Ejecutivo. El artículo propone ana lizar los elementos a favor y en contra a la afirmación de este sistema.
