          Abstract

          Resumen: Aunque un objetivo de los recursos federales es incrementar la eficiencia gubernamental, paradójicamente, investigaciones anteriores indican una asociación negativa entre las transferencias federales (TFs) y la eficiencia gubernamental local. En este contexto, el propósito en este estudio fue analizar empíricamente la relación entre las TFs y la eficiencia del gobierno local. Para ello se llevó a cabo un análisis en dos momentos. Primero, mediante un Análisis Envolvente de Datos, se calculó el puntaje de eficiencia relativa para cada uno de los 300 municipios más representativos de México durante 1990, 2000, 2010 y 2015. Luego se compararon los montos per cápita de las TFs de los municipios eficientes con los no eficientes a través de un análisis de varianza con tres vías (tamaño, año y eficiencia). Contrario a los objetivos del gobierno y a lo documentado en la literatura, los resultados indican que no hay diferencias estadísticamente significativas entre las TFs y la eficiencia gubernamental local. Además, hay margen para incrementar los ingresos no tributarios en los municipios no eficientes. Con base en los hallazgos, se sugiere revisar los criterios de asignación de recursos a nivel municipal.

          Translated abstract

          Abstract: Though one goal of distributing federal resources is to increase government efficiency, previous research suggests, paradoxically, a negative association between federal transfers (FTs) and local government efficiency. In this context, the aim of this study was to empirically analyze the relation between FTs and the efficiency of local governments. To achieve this, we analyzed two key moments of this process. First, using a Data Envelopment Analysis we calculated relative efficiency scores for each one of the 300 most representative municipalities in Mexico in 1990, 2000, 2010, and 2015. Second, the per capita amounts of FTs of efficient municipalities were compared to those of non-efficient ones using a three-way analysis of variance (size, year, efficiency). Contrary to government goals, and versions documented in the literature, results indicate that there is no statistically significant relation between the amounts of FTs and local government efficiency. Moreover, it appears that there is room to increase non-tax revenues in inefficient municipalities. Based on these findings, it is suggested that the criteria underlying resource allocation at the municipal level be reevaluated.
