          Abstract

          Una de las claves para entender las dinámicas de poder del sistema colonial americano radica en la gestión que las autoridades establecidas en las Indias hicieron de las órdenes reales remitidas desde la corte. Este artículo analiza el virreinato del conde de Chinchón, buscando demostrar que la administración que realizó de la intensa política contributiva elaborada en Madrid para el Perú condicionó las alternativas de todo el proceso fiscal. De hecho, no solo afectó el ritmo de imposición de las reales cédulas, sino también la selección de los mecanismos fiscales que efectivamente se asentaron, las dinámicas institucionales y los términos de su aceptación por parte de la élite virreinal. De esta manera, el representante del rey se erigió en el principal agente de una negociación y forzó al poder central a tolerar un retraso de casi una década en el establecimiento de las medidas contributivas, transigiendo ante los intereses de la élite local.

          Translated abstract

          One of the key aspects to understanding the dynamics of power of the American colonial system is how the local authorities managed to put into practice the royal decrees sent by the King. This article analyzes the viceroyship of the Count of Chinchón, looking to show that his administration of the intense taxation policy elaborated in Madrid to be carried out in Peru determined the alternatives of the entire fiscal process. In fact, it not only affected the rhythm with which the royal decrees were put into practice but, also the selection of the fiscal mechanisms that were effectively used, the institutional dynamics and the conditions under which the vice royal elite accepted this process. In this way, the king's representative became the principal agent of the negotiation and obligated the central power to tolerate the delay of the enforcement of fiscal measures for almost a decade, compromising before the interest of the local elite.
