          Abstract

          Este artigo analisa como a não participação de organizações da sociedade civil no Comitê da Bacia Hidrográfica do rio São Francisco também impacta os processos de decisão relacionados ao uso da água nessa região. Utilizando a perspectiva da Ecologia Política, o artigo desconstrói o entendimento de participação e não participação como uma dicotomia e desafia a premissa de que a não participação representa apenas a capacidade de um sistema de gestão de excluir certas organizações.

          Translated abstract

          This article's goal is to analyse how civil society organizations non participation at the São Francisco River Watershed Committee also impacts the decision making processes concerned to water display in this region. Using the Political Ecology research agenda, this article deconstruct the understanding of participation and non participation as a dichotomy and challenges the assumption that non participation reflects only the system's weaknesses in excluding some organizations from its internal structures.
